| 摘 要： | 从经济伦理的角度看，资源的稀缺性使得国家公职人员的权力增值，客观上为腐败的产生提供了滋生土壤；公平竞争规则与观念的异化是公职人员以权谋私的主观原因；作为他律的法律制度存在“空洞”，也会为腐败的产生提供了一定机会。

| Abstract: | Analyzed with the view of economic ethic, serious lack of natural resources has made national civil servants＇ power strengthened, which has objectively provided conditions for corruption. In the meanwhile the dissimilation of the rules and ideas of fair play has become the subjective reasons for the civil servants to abuse power for personal gain. Further more, as an external binding force, the laws are also imperfect, which has provided opportunities for corruption. |
