常任制党代会运行机制改革的实践和理论研究

科学构建党代会运行机制是深化党代会改革,进而推进党内民主建设的重大理论和现实问题.党代会常任制试点改革已经探索了20多年,取得了丰硕的实践成果,为党代表的经常性发挥作用提供了制度保障.进一步深化常任制改革,需要坚持科学的改革理念,从党代表选举、党代会组织构建、党代会权力运行、党代会年会、党代表日常权利保障五个方面科学构建党代会的运行机制.

Practical and Theoretical Research on the Operation Mechanism Reform of the Standing Committee of the Party Congress

Scientifically constructing the operation mechanism of the party congress is the major theoretical and practical problems to deepen the reform in the congress,and thus promote the inner-party democratic construction.The reform of the Standing Committee of the Party Congress have been exploring for more than 20 years,has yielded rich practical results,and is a systematic guarantee for the recurring role of representatives.Further deepening the reform,need to adhere to the scientific concept,scientifically set up the running mechanism of the Party Congress from five aspects—the representative elections,the organization construction,the Power operation,the annual meeting,and the daily Right Protection of representatives.
