流动的公共性——我国区域政府研究的困境与超越

国内区域政府的研究试图解决行政区经济与行政区行政的双重难题,但由于忽略了中国政府的复杂形式,这一研究容易湮没在多中心治理、城市联盟、府际关系、区域公共管理等一系列的理论交织之中,从而影响其作为理论原创性的内在意义.国内区域政府经过了政治大区、经济大区和生态大区的不同发展阶段,说明了基于中央政府权威的区域政府形态的内在缺陷.因此国内区域政府的建立应当立足整体国家前提下公共性与区域性的内在统一,既体现中央政府对区域内政府的约束作用,又要体现区域内政府的自主性及合作治理的可能性.
