| 摘 要： | 境外公款赌博的主体是特殊主体,即国家工作人员,而犯罪客体特殊,犯罪方式多样、隐蔽。境外公款赌博的形成需要三个条件赌资(即公款)、赌徒(即某些党员干部)和赌场(包括网络赌场)。所以,必须从赌资、赌徒、赌场三方面进行预防。

| Abstract: | The gambling using public money beyond the boundaries has become one of the most important crimes. The special body of gambling is state official and its methods are various and covered. The conditions of gambling using public money beyond the boundaries are public money as gamble expenses, state official as gambler, and gambling house including networks gambling platform. So we should take special precautions from gamble money, gambler, and gambling house. |
