| 摘 要： | 退耕还牧不只是单纯的政治、经济手段,而且是一项综合性的社会文化系统工程.本文正立足于此,以史为鉴提出了如何培植新的族际文化制衡机制,在相互制衡中实现多元文化优化配置,从而真正落实退耕还牧的政策.
