| 摘 要： | 经济弱县的成因大致为客观上的“天然缺陷”、历史上的“多灾多难”、投资设项上的“嫌贫爱富”、改革初期的“矫枉过正”、体制转换时期的“两面政策”以及扩大开放后的“资源倒流”等。经济弱县加快发展的对策主要是思想再解放 ,政策再放宽 ,管理再放手。要实行激励政策 ,给予一定的扶持和帮助

To develop the poor economy counties, the countermeasures are mainly following: emancipating the mind, implying policies more flexibly and managing more efficiently. And we should carry out incentive policies to support and help them. |
