中国民族区域自治实践的萌芽——中共领导建立豫海县回民自治政府之探析

1936年10月,中国工农红军和宁夏人民在中国共产党的领导下,建立了第一个比较完整意义上的民族区域自治政权——陕甘宁省豫海县回民自治政府。党和红军经过努力探索,首次使用了少数民族自治政府的称谓,开展了回民自治的群众运动,运用民主的方式产生了政府领导机构,并通过了自治法规性的文件。豫海县回民自治政府的成立,对革命战争时期党在局部执政地区民族区域自治的探索,乃至对革命胜利后确定用民族区域自治制度解决中国的民族问题,都具有实践萌芽的意义,是党最初尝试运用民族区域自治解决中国民族问题的珍贵结晶。
