| 摘 要： | 改革开放以来,中共中央、国务院把耕地保护工作放在重要地位,其认识与实践大致可分为改革开放初期的耕地保护(1978—1985年)、经济体制转型时期的耕地保护(1986—1997年)、经济快速发展时期的耕地保护(1998—2004年)、从经济快速发展过渡到平稳较快发展时期的耕地保护(2005年至今)四个阶段。在实践过程中,党和政府不断总结经验教训,在不同的经济背景下与时俱进,使耕地保护取得了很大成就。但是,耕地保护仍然形势严峻,任重道远。
