在人民公社时期,以农村工副业为经营内容的社队企业被纳入整个国家的宏观规划之中,服务和服从于社会主义建设,没有享有独立发展的空间。为了实现工业化、发展农业以及改善国民经济,国家鼓励和支持社队企业的发展。但是,迅速发展的社队企业与农业、城市工业存在的竞争,超出国家许可的范围并影响国民经济发展秩序而受到限制。在国家的发展战略没有调整的情况下,社队企业的定位总是摇摆不定的,直到经济合理原则确立后,其生存的合法性最终得到认可。
