| 摘 要： | 国家因为公用事业的发展而征用土地是不可避免的趋势,但为了防止政府滥用权力侵犯被征用者利益,应对政府土地征用权进行正当性的限制。这些限制包括对土地征用目的、征用补偿和征用程序三个方面的正当性进行检验。

| Abstract: | It is inevitable that the state expropriates land for public utility. However, to prevent government from abusing power so as to damage the legitimate interests of the expropriated landlord, it is necessary to impose rightful restrictions on land expropriation. These restrictions includes whether it is righteousness in the aspects of expropriation purpose, expropriation compensation and expropriation procedure. |
