我国“地下钱庄”的表现特征、存在根源及防控对策

"地下钱庄"作为一种社会现象,扰乱了正常的金融秩序,严重损害了社会公平,对我国的经济安全和社会稳定构成了威胁。目前我国"地下钱庄"具有组织体系严密、经营方式隐蔽、融资渠道固定、境内境外勾结等特征。"地下钱庄"的存在和我国信贷管理体制严、汇率机制相对滞后、金融网点业务缺位、"地下钱庄"资金转移便捷有着密切关系。有效预防和打击"地下钱庄"应采取建立信息机构、加强协作配合、健全法律法规、加大舆论引导等措施,从根本上遏制"地下钱庄"的滋生蔓延。

Features of the Present Situation, Reasons for Existence and Countermeasures of "Underground Banks" in China

＂Underground Banks＂, as a social phenomenon, severely destroy financial orders and constitute a threat to the eco- nomic safety and social stability. At present, they have the following features, such as strict organization systems, hidden modes of operation, fixed financing channels, and the collusion of the domestic and overseas. Their existence can be attributed to the problems which include China＇s strict credit management system, comparative underdevelopment of exchange rate mechanism, absence of financial service, convenience of money transfer in ＂underground banks＂. Consequently, to effectively prevent and fight against them, we should establish information mechanism, strengthen the consciousness of control, hold a serious attitude to check their existence, promote the cooperation among different departments, consummate laws and regulations, and strengthen the guidance of public opinions. In this way, we can curb their breeding from the source.
