构建城乡统筹的基层党建新格局,是党的十七届四中全会提出的重大任务。构建城乡统筹基层党建新格局,要结合新形势、新任务的发展需要,紧扣统筹城乡经济社会发展要求,进一步打破城乡区域界限,使城乡党建由条块分割转向区域联合,着力在城乡党建观念、资源和组织统筹上下功夫,从组织设置、活动方式、人才选拔、党员教育管理等方面进行创新,积极构建以城带乡、资源共享、优势互补、协调发展的城乡统筹基层党建新格局。
