| 摘 要： | "三农"问题说到底是农民收入问题.农民收入增加难,源于体制性障碍.为了实现农民增收减负的目标,必须深化体制改革,包括城乡二元制度改革、农村税制改革、财政投资体制改革、粮食流通体制改革、土地征用制度改革.

| Abstract: | The essence of "the three dimensional rural issues"is the issue of peasants' income. The difficulty of increasing peasants' income is due to obstacles in the system. In order to realizing the goal of increasing peasants' income and decreasing peasants' economic burden, it is essential to deepen the system reforms. These reforms include the reform of two different systems between urban and rural areas, the reform of the rural tax system, the reform of the financial investment system, the reform of the grain's circulation system, and the reform of the land acquisition system. |
