| 摘 要： | 就业是当今世界各国普遍面对的课题,青年是新增劳动力的主要来源.坚持以人为本理念,落实科学发展观,真心帮助大学生灵活就业、城镇新生劳动力增强自立、农村富余劳动力练技守法是三大分层对策.同时,建议政府进一步明确保障青年首次就业优先权,禁止性别和角色、阶层等身份歧视.

| Abstract: | Employment is an all-over-the world problem,and youth is the main source of the increase of new labor forces.Insisting the view of human as the standard and implementing the scientific view of development,assist college students to mobile employ,young urban labors to enhance the ability of self-support,surplus village labors to train the skills,are the three countermeasures.The government must ensure the priority of first employment,and prohibit the identity discrimination on gender,class and role. |
