着力提升地方政府公信力——基于公共治理视域

政府公信力是整个社会信用体系的核心与支柱，是地方政府政治合法性的基础，也是实现社会良性运行与社会和谐的重保障。而实践中依然存在地方政府以民为本行政理念缺乏、行政行为不规范、价值取向有时背离公共利益等现象，究其原因主是受历史文化因素及政府自身因素的影响。公共治理视域下提升地方政府公信力必须深化行政体制改革，促进政府职能转变；优化公共政策制定程序，提高政策可信度；规范地方政府治理行为，推进依法行政；引导社会组织合理发展，促进多元主体合作共治。

In practice, due to the impact of historical and culture factors, there is still a lack of administration concept based on the people and certain extent of non-standard administrative actions, while the value orientation of the government sometimes deviate from public interest.
