Abstract: | China's increasing military expenditures are often cited as a main cause of concern for China's neighbors. The fact that China's military buildup has not been limited to conventional forces — it has been developing a nuclear arsenal since the early 1970s —exponentially increases the unease felt by other nations in East Asia.
