建立完善城市弱势群体的社会保障制度

辽宁省作为中国的老工业基地之一,国有经济比重大,企业冗员负担沉重,下岗失业人员数量多,此外还有一定数量的破产企业失业人员、集体企业未参保人员等形成的贫困阶层的弱势群体。解决好这部分弱势群体的生活保障问题,是振兴东北老工业基地的一项基础性、前提性工程,是构建和谐社会的重要保障。本文根据辽宁省弱势群体的现状及问题提出了相应的对策,进而完善城镇弱势群体的社会保障制度。

Establish and improve social security system of the vulnerable groups in cities

Since reform and opening up, China's economy and society has undergone tremendous changes.Our social structure has been gradually delaminated into a variety of sectors.The possession of social resources,is big or small,and even with or without;also in the distribution of income has gradually become polarized.In one there is the rich or the strong,while the other there is the weak or the poor.The more weak formed vulnerable groups.Liaoning Province,as one of China's old industrial bases,has big proportion of state economy and the heavy burden of overstaffed enterprises, the large number of laid-off workers,in addition to a certain number of unemployed and bankrupt enterprises, collective enterprises not insured,and so the poor sectors of the formation of vulnerable groups.To resolve this part of the livelihood security of vulnerable groups,is a basic premise of the project to revitalize the old industrial bases in Northeast China and is an important safeguard to build a harmonious society. According to the status and problems of vulnerable groups of Liaoning Province, the paper made a corresponding countermeasure to improve the social security system of the urban vulnerable groups.
