浅析中国地方政府层级改革

我国政府改革从过去的减人、减事、机构精简的行政职能调整开始扩展到“减少层级”的行政改革。其中市县关系不和谐、政府层级过多、县域经济不断发展等因素都是层级改革的主要原因，而要解决种种可能出现的问题，必须经过调县、扩省、裁撤乡镇这三步。

A Brief Analysis of the Reform of Local Governmental Administrative Levels in China

China's governmental reform from the former adjustment of administrative functions by staff and affair reduction and simplification of organization now is extended to the reform of "reducing administrative levels".The disharmony between cities and counties,the excessive administrative levels,the county economy strengthening and other factors are the main reasons for the reform.In order to solve the various problems that may arise,we have to adjust the amount of counties,enlarge the quantity of provinces and dissolve the administrative level of township.
