广州外国人犯罪与防控机制研究

广州历史上就是中西通商的重要口岸,改革开放以来,随着广州国际化程度的日益提高,来穗旅游、留学、经商、就业的外国人快速增长,在经济繁荣的同时,外国人违法犯罪等社会问题也较为突出。广州市在实践中不断探索涉外管理服务模式,加大了对＂三非＂外国人的查处力度,成功打造了一批外国人聚居的示范社区,但仍需进一步调整境外人员管理体制,尽快完善相关的法律、法规,建立外管人员管理的综合信息平台,真正做到外国人在穗犯罪的可防、可控。

On the Prevention and Control Mechanism of Crimes Committed by Foreigners in Guangzhou

As a vital port for Sino-west trade since the ancient time,Guangzhou has been welcoming foreign population from the rest of the world.Meanwhile,crimes committed by foreigners are on the rise.Guangzhou has endeavored to explore the administration and service mode involving foreign interests and upgrade its efforts in combating cases of illegal immigration,illegal residence and illegal employment related to foreigners,successfully a number of model foreigner communities.However,it is still of utmost importance to adjust foreigner administration system,improve related laws and regulations and establish the information platform of foreigner administration.
