| 摘 要： | 树立和落实科学发展观,具有十分重要的理论意义。科学发展观的第一要义是强调发展;科学发展观的根本要求是要坚持统筹兼顾;科学发展观的本质要求是坚持以人为本:树立和落实科学发展观要以科学的态度来对待科学发展观,尤其要转变政绩观念,转变经济增长方式,转变政府职能。总之,在落实科学发展观问题上,尤其要求真务实。

Development is highly emphasized; its fundamental requirement is to keep overall planning while essentially it is based on people; we should handle the notion scientifically, esp. , should change the achievements concept, form of economic increase and function of the government. In all, we should be practical. |
