| Abstract: | The plight of sub - optimization is indeed a fact that one can not ignore in China＇s public service area, the problem is especially evident in municipal utilities which is closely related to everyday life with people. It has become an urgent problem for us to build an operation mode that can promote municipal utilities optimal. |
