城市流动人口违法犯罪之成因剖析

流动人口聚居的“城中村”社区成为城市社会治安问题的“重灾区”,具有其内在的形成机制。引发城市流动人口违法犯罪的主要原因体现在制度与体制、法规与政策、执法与管理、文化与心理特征等方面。遏制城市流动人口违法犯罪的基础前提是公正的制度安排,而目前的关键问题是要切实有效地捍卫城市农民工的正当合法权益。

An Analysis on Causes of Formation of Breaking the Law and Committing a Crime by the Floating Population in City

The floating populaion community becomes a serious public disorder area incity because of it's internal formation mechanisms.The chief reasons to cause the floating population to break the law and commit a crime result from institutions and systems.statutes and policies,executing the law and managing,culture and psychological characteristics.This paper points out that the legitimate institutional arrangement is the essential prerequisite for curing public disorder in city village caused by the floating population;however,at present,the key countermeasure should be to protect peasant-worker's legitimate rights and interests.
