| 摘 要： | 创意警务是苏州警方为解决警力不足与警务繁多之间矛盾的一种创新性选择,它有着丰富的内涵。首先,创意警务是主动警务的体现和内在要求;其次,实施创意的过程是智暴的过程,创意是群体智慧的结晶;再次,创意警务是将民警的隐性知识通过相互激发、引导转化为显性知识而形成的一种警务思路;最后,现代信息技术尤其是计算机网络技术是实施创意警务的手段。

| Abstract: | Creative policing is an innovative choice for Suzhou department of state police when they are confronted with a dilemma between police force insufficiency and massive police work. Creative police has profound meanings. Firstly, creative police is manifesting and intrinsic request of active policing. Secondly, the implementation of creative policing is the process of wisdom storm for creation results from collective wisdom. Thirdly, creative policing is an approach to policing by motivating the potentials of police personnel. Finally, modern technology, especially use of internet and computer technology, promotes creative policing furiously. |
