| 摘 要： | 治安管理处罚法施行后,治安处罚的难以有效执行成为新形势下困扰基层民警的现实问题。而治安处罚执行转换则有立法和执法上的现实可行性,其对保障法及执法者的权威,对于执法目的的追求与实现,具有重要的现实意义。

| Abstract: | Since the Law on Public Security Administration Punishments was put in force,the difficulty to implement the public security penalty has become a practical problem that annoys the civil police at grass-root level.The implementation transfer of public security administration penalty is practically feasible in legislation and law enforcement and is of practical significance to guarantee the authority of law and law-executor. |
