云南省高校开展国际合作与交流近20年来取得很大成绩,尤其是1986年以来,云南省政府每年拨出外汇专款支持出国留学工作,使云南这个边疆民族省份的高校科研水平和教学质量得到大幅度提高.同时也存在着阻碍云南省高校对外合作与交流步伐的一些问题.当前,应转变观念,增大经费投入,制定相关政策,使云南省高校对外合作与交流工作迈上一个新台阶.

The Great Trend of International Cooperation and Communication between Universities in the 21st Century

For the Chinese universities to carry out international cooperation and communication is an essential approach to enhance themselves to a higher level, to improve the quality of teaching, to improve the teaching ability of the university teachers, and to widen the academic perspectives of the researchers. Great achievements have been obtained in the twenty years since Yunnan's universities and colleges participated in the international cooperation and communication. The achievements have been especially conspicuous since 1986 when the Yunnan Provincial Committee of the Chinese Communist Party and the Yunnan Provincial Government began to appropriate a special fund in the form of foreign exchange to support the program. There still exist many problems, which hinder its development.Nowadays,the most important thing to do is to abandon those old ideas, to put more money into it, and to lay down relevant policies.
