可信质量理论与公安高等教育质量评价

质量信息的模糊性、专业人才培养目标的可实现性,以及高等教育质量评价的可信性是高等教育质量理论与实践研究的关键。本文采用系统属性协同对比方法,提出了高等教育可信质量的概念,并建立了高等教育可信质量评价体系。研究表明,高等教育人才培养的一般质量是一种有用性质量;专门人才培养质量是一种性能质量;专门合格人才培养质量是一种效能质量。可信质量的意义在于将教育质量的性能转换为教育质量的效能,从而实现了高等教育人才培养多目标协同目的。通过对公安高等教育的实际应用分析,得出我国公安高等教育可信质量为一般水平,必须改进教育模式、进行专业结构的优化设计,才能从根本上提高公安高等教育的可信质量,从而加快公安高等教育的发展。

Credible Quality Theories and Quality Evaluation of Public Security Higher Education

The key to the study on the theories and practice of higher education quality is the fuzziness of quality information,the realizability of professional talent cultivation objectives and the credibility of quality evaluation in higher education.This article put forward the concept of credible quality and established evaluation systems of credible quality in higher education by adopting the system property collaboration contrast method.Studies show that the general quality of talent cultivation in higher education is a kind of usefulness quality and that the cultivation quality of specialized talents is a kind of capability quality while the cultivation quality of qualified specialized talents is a kind of efficiency quality.The significance of credible quality is to change the capability of education quality into the efficiency of education quality to achieve the goal of multi-objective collaboration in talent cultivation in higher education.Through analyzing the practical applications,this article concludes that the credible quality lies in the general level in our public security higher education.Therefore,the education model must be improved and the design of major structures must be optimized to enhance the credible quality,and thus to speed up the development of public security higher education.
