论新的监狱安全观

当前,旧的监狱安全观对监狱行刑改革造成了思想上的阻碍,必须建立以改造为本位的新的监狱安全观,突出矫正功能和服刑人员回归。新的监狱安全观在制度设计时必须充分考虑基层民警的自由裁量权,非暴力性惩罚是新的监狱安全观中的行刑方式与底线。
