论边检机关服务行为规范谱系模型的构建——“以服务为中心”价值视野下的思考

近年来,边检机关建立了多项旨在提升综合服务素质的制度、规范、措施和标准,并通过实践取得了显著的成绩,为边检服务水平再上一个新台阶奠定了良好基础。同时我们也应该清醒地意识到,目前在构建服务型边检机关过程中还存在一些规范行为失范现象,这是制约边检服务水平工作发展的一大瓶颈。在运用规范行为理论分析民警不适行为的原因基础上,提出构建“以服务为中心”价值视野下边检机关行为规范谱系模型的设想。
