论政府职能与政府规模的良性互动

回顾我国1982年至2008年的六次政府机构改革和改革开放30年以来我国经济体制的转型,政府职能的转变一直影响着政府规模的变化。同样,规模的变化也反映着政府职能随着经济建设和社会的发展而产生的各种转变。两者之间的良性互动反映着我国历次政府机构改革的基本转向和特点,同时在一定程度上对政府机构产生了促进作用,对于研究和解决市场失灵和政府失灵影响颇大。
