摘    要:学习和贯彻落实《现役军官职务任免条例》必须把握四条基本脉络 :严格规范和执行程序是公正、有序选用军官的基本保证 ;进一步扩大民主 ,尊重群众公论是选用军官的基本要求 ;注重运用激励机制是激发军官奋发进取的基本手段 ;落实责任制 ,建立健全监督制约机制是保证选准用好军官的重要举措。

Abstract:Four basic ideas should be grasped in studying and realizing "Code of Promoting and Removing of Active-duty Officers":it is the basic guarantee of choosing officers in justice and according to the procedure to carry out the regulations and procedures strictly;it is of the basic demands to respect the opinion of the common people in promoting offiers;it is the basic means to drive officers to work harder by using inspiring mechanism;while realizing the rule of responsibility ,establishing and perfecting the supervisory mechanism can be the important resolutions in promoting and choosing officers.
