| Abstract: | State - owned enterprises form the main part of the added value of the state property. To increase the value of the state property, measures should be adopted to bring forth a series of institutional innovations so as to set up property right structure, organizational structure and interest structure compatible with SOEs and the objectives for increasing the value of the state property. |
