| 摘 要： | 全面建设小康社会是党的十六大在新世纪、新阶段向全党和全国人民提出的宏伟奋斗目标,要实现这一目标,必须明确重点与难点。法制建设和制度建设是全面建设小康社会的重点;城乡发展不平衡、地区发展不平衡、城镇化水平低是全面建设小康社会的主要难点。

Improving the legal system and the institutional building are two major points and the difficult points involve low - level urbanization, uneven regional development and the imbalance between urban and rural areas. |
