| 摘 要： | 建设创新型山东,人才是关键。创新型山东的提出,对我省原有的人才支撑机制提出了新的要求。在现实环境中必须实现新机制的突破,使之运作快速、有效、高能,切实做到为山东社会经济发展服务。实现创新型山东,需要人才来支撑,人才支撑制度对实现创新型山东具有保障功效。
