Abstract: | This paper examines the electoral record of western democracies in terms of the incidence of one-party majority government. The record of 510 cases indicates that two features of the electoral sytem—the formula and district magnitude—contribute significantly to the creation of such governments. Regression analysis allows us to estimate precisely this impact and clearly distinguish among the political consequences of majority, plurality and PR systems. |
