| 摘 要： | 大学生“村官”制度不仅对新农村建设有重要的作用，也是我国培养新型干部的重要途径，但在实施过程中，出现了不容忽视的制度设计层面的问题，如制度设计缺乏人性假设这一理论基础，缺乏公平原则，缺乏法律制度作为保证，缺乏稳定性。建议加强制度化法律化建设，完善配套政策措施以增强制度的稳定性，改革高等教育以增强制度的针对性，完善农村引入大学生制度以增强制度的适应性。
