政府职能转变与经济发展水平

在社会发展进程中 ,存在以经济建设为中心和以社会事业发展为中心的两种类型的政府职能。由第一种政府职能向第二种政府职能转变是不以人的意志为转移的客观经济过程。我国政府职能必须经历两次转变 ,目前依然处于第一种类型转变之中 ,必须把科学发展观与政府职能转变的客观过程结合起来 ,力求在分类设计、分步推进的过程中走出具有中国特色的道路。

Transformation of Government Function and Economic Development

In the process of social development there exist 2 types of government function which center on economic development and social development. The transformation from the first type to the second is an inevitable economic process and the government function in China will have to experience transformation twice. At present, the transformation is still in the phase of the first type. Therefore, scientific development should be combined with the objective process of the government function transformation so that Chinese-style approaches could be taken during the design by category and progress by phase.
