关于我国外汇储备若干问题的认识

本文从分析我国现行外汇管理制度出发 ,指出现行的不完善的外汇储备形成机制和僵硬的汇率制度是造成我国外汇储备脆弱性的真正原因 ,它在规模上不仅要满足国际收支平衡的需要 ,还要满足外汇管理体制进一步改革的需要。最后提出了在发挥其基本职能的基础上最大程度地降低外汇储备规模要求的五种途径。
