建立与完善铁路沿线治安防控体系的构想

本文认为,建立与完善铁路沿线治安防控体系应从5个方面着手。一是各级铁路公安机关要明确职责,承担起设计、规划和具体组织实施的重任;二是要转变观念,加强领导,责任到人,广泛发动职工群众积极参与,人防、物防和技防齐头并进;三是要运用必要的法律法规,减少随意性,走科技化和社会化的道路;四是要有序分层,分步骤、有重点地系统实施;五是建立健全点线面、动静结合、人防物防技防结合,对危及行车安全的治安问题实行联防联控的立体防范体系。并提出了建立铁路沿线治安综合治理的整体格局、实现铁路沿线治安防控体系的社会化、建立起快速处理线路治安问题的联动机制等一系列具体的措施。

An Idea for Constructing and Perfecting the Defense and Control System of Public Security along the Line

This paper holds that the defense and control system of public security along the line can be constructed and perfected in the ways as the following: 1.The police organs at all levels have to shoulder the task of design, organizing and carrying out; 2. The leadership should be strengthen and every one of the stuff should be asked to take part in the construction; 3. Necessary laws and rules can be used to reduce casual action and bring science and socialization to our work; 4. The system should be carried out step by step while emphasizing the focal point; 5. The joint system should be an overall one whose defense comes from people, material and technology. Besides, this paper proposes some concrete measures, like: to set up a joint mechanism for fast handling the problem of public order, to standardize the pattern of police affairs along the line, to keep on the struggle against the offence, to improve the scientific techniques of the system, etc..
