民营企业人力资本的培养战略与政策环境

摘    要:该文运用已有的人力资本理论,从客观发展现状、体制和机制、政策环境、企业家认识和企业发展方式等方面,对中国民营企业人力资本现状和存在的问题以及产生问题的原因进行了深入分析,提出改变目前民营企业人力资本水平低、人力资本培养不能得到重视的现状,需要转变观念,建立企业专项培养基金,重视对农村劳动力的技术培训,深化劳动用工体制和建立与报酬相联系的学习激励机制等方面的政策建议。

Abstract:This paper analyzes the status quo,remaining issues and causation concerning human capital of pri- vate enterprises in the perspectives of objective development state,organization and mechanism,policy environ- ment,awareness of entrepreneurs as well as development mode of enterprises based on the existing theories in terms of human capital.To resolve such backward issues as the low-level of human capital and lack of adequate atten- tion to human capital cultivation in private enterprises,it is necessary to alter the mind-set,establish specific training funds within enterprises,attach importance to technological training aimed at migrant labor-force,deepen employment mechanism and adopt incentives related to payment encouraging employees to further study relevant knowledge and skills.
