试析一九五二年至一九五四年中央行政体制的调整

1949年至1954年是中央人民政府建立与发展的重要历史时期,新中国在此时期建立并实行了中央人民政府下辖政务院的二级政府体制。自1952年6月至1954年《宪法》颁布前,在经济、体制、毛泽东个人因素和偶然因素等共同作用下,中共中央对包括党政机构在内的中央行政体制相继进行了两轮调整。以中央人民政府向中央请示报告制度的确立和五口通商经济管理体制的建立为标志,最终从体制上根本确立并保证了中共中央对政府工作的集中统一领导,使中央行政体制在组织结构和运行方式上发生了重大变化。
