| 摘 要： | 《中华人民共和国行政许可法》在世界立法例上首开行政许可基本法成文法典之先河,是一部具有中国特色的法律.行政许可基本法在严格规制政府行为的同时,最大范围地授权于民,还权于民,并给百姓私权的实现以制度保障,充分彰显政府以人为本的行政理念,凸显其为民、便民、保民、利民的亲民价值.

| Abstract: | The Administrative Permission Law of People's Republic of China is the first statute law in the legislation history of basic administrative permission law in the world and it's of Chinese distinguished characteristics.While strictly standardizing and restraining the government's behaviours,the basic administrative permission law authorizes and returns powers to the people in the maximum scale,providing people's private rights realization with systematic guarantee,which fully embodies the administrative concept of 'men-as-the-basis' of the government and reflects its being-intimate-to-people value of being convenient to the people,serving,protecting and profiting the people. |
