| 摘 要： | 对行政管理体制改革而言，法律保障有利于社会参与的实现、有利于改革程序的科学性与合理性及改革成果的落实与深化。历次行政管理体制改革的成效不够理想的重要原因就是缺乏相关法律法规的保障。法律对行政管理体制改革的保障主要是通过对改革程序和改革实体的法律保障来实现的。

| Abstract: | With regard to reform in the administrative system, the legal guarantee contributes to social participation, the scientificity and rationality of the reform procedure and deepening reform results. Lack of the relevant legal guarantee is the major reason for unsuccess in all previous administrative system reforms. The Legal guarantee for the system reform is attained mainly through the legal guarantee for the reform procedure and reform entities. |
