| 摘 要： | 本文对美国国土安全体制的特点进行了归纳,在研究反恐与救灾关系的基础上,分析了美国现有国土安全体制对反恐与救灾整合的阻碍,提出国土安全体制改革需要推行“综合性应急管理”的理念。
