| Abstract: | Recently the massive sudden cases had increased to an impetus .This kind of incident has become a thorny problem which influence the social stability in the new particular period society .These incidents might directly influence the social politics stability and disturb the reform and development, or lead to the bigger public order problem , if them can not be dredged, dissolved and dealt with, effectively and promptly. |
