吉林省土地流转的现状、问题及建议

近年来,随着工业化、城市化浪潮的快速推进,农村土地流转呈现出快速增长的趋势,而积极稳妥地推进农村土地流转,对于促进农村经济和城镇化的健康有序发展至关重要。吉林省土地流转早在十几年前就已经开始,起初的土地流转由于缺乏制度保障,没有得到大范围推广。本文认为,推动农村土地承包经营权流转是解决吉林省土地经营碎片化,实现农业生产现代化、规模化的重要内容。提高土地利用效率,直接关系到吉林省的城镇化建设和经济的可持续发展。

The Present Situation,Problems and Suggestions of the Land Circulation in Jilin Province

In recent years,with the rapid promotion of industrialization and urbanization,the rural land circulation has shown a trend of rapid growth.It is very important for the promotion of the healthy and orderly development of rural economy and urbanization to actively and steadily carry out the rural land circulation.The land circulation of Jilin Province had been started as early as over ten years ago; the initial land circulation hadn＇t been widely promoted as a result of the lack of system guarantee.This article thinks that to promote the rural land circulation is an important content of solving the fragmentation of land management,realizing the modernization and the scale of agricultural production in Jilin province.To improve the efficiency of land use is directly related with the sustainable development of the urbanization construction and economy in Jilin province.
