| 摘 要： | 行政审批制度改革是推动全面改革的突破口,是本轮行政改革的关节点。目前,行政审批制度存在着的一些观念性、体制性以及法律政策方面的问题,制约着改革的进程。因此,深化行政审批制度改革,必须在宏观层面激发市场和企业活力为终极目标,建立权力清单制度,建立系统的简政放权工作体系,以实现下放行政审批权力的顺利承接。

| Abstract: | The reform of administrative approval system is the breakthrough of promoting the comprehensive reform and the key point of the current round of administrative reform.At present,there are some problems of concept,system and legal policy aspects in the reform of administrative approval system,which restrict the reform process. Therefore,to deepen reform of administrative approval system must stimulate the vitality of market and enterprises on the macro level;establish the power list system and the working system of streamlining administration and instituting decentralization,in order to realize the decentralization of administrative power. |
