政策议程理论综述

政策议程是政策过程中的首要与核心环节,但长期以来一直被人们所忽视,直到20世纪80年代末才有所改观。然而,与政策过程中的其他环节相比,国内外学术界对政策议程相关问题的探讨依然明显不足。为此,本文从政策议程涵义的界定、政策议程类型划分、政策议程的地位和作用、政策议程的设置模式、政策议程设置的动力机制以及隐蔽议程等方面进行综述,以期为国内相关研究的进一步开展提供参考。

A Roundup of Public Policy Agenda Theory

Public policy agenda is the primary and core link in policy process,but it hasn＇t been paid enough attention by people for a long time until the 1980 s.However,comparing with other links of policy process,public policy agenda is obviously lack of research achievements in the academic circles at home and abroad.Therefore,in this article,the authors summarizes the public agenda theory from six aspects：the concept of policy agenda,the type of public agenda,the status and function of public agenda,the policy agenda-setting model,the driving mechanism of policy agenda-setting and the hidden agenda questions,in order to provide a convenient reference for the relevant further research.
