我国基础教育资源配置问题研究

摘    要:在我国经济体制改革和社会转型过程中,经济发展水平出现阶梯性差距,社会阶层分化不断加剧,加之城市化进程中大量农村流动人口的产生,致使我国基础教育资源配置严重失衡。目前实行的以县级政府为主的基础教育资源配置体制,已经不能保障有限的资源在不同区域、城乡、不同学校及不同社会背景的学生之间进行合理配置,由此引发了一系列问题。为了防止问题恶化,必须改变目前这种配置机制,提高政府配置层级,实施弱势补偿制度,充分发挥中央、省级政府和基层政府各个方面的积极性。

A Study on Allocation of Elementary Education Resources

Abstract:In the process of economic reform and social transition,the economic gap between different regions expands rapidly,so do the social classes.Besides,many rural migrated people come to cites in the process of urbanization.All of these cause the status quo in imbalanced educational resources allocation.The current allocation system that the main body of allocation based on the county-level governments can not make sure that the limited education resources are allocated reasonably in regions,rural and urban,schools and social classes,thus leading to a series of problems.So the effective way is to make sure that the higher-level governments should take the responsibility to allocate education resources.
