| 摘 要： | 在公共政策的制定过程中,人们往往忽视政府利益的客观存在。我国政策制定过程中政府特殊利益的存在主要表现在地方政府的逐利行为中,反映在政策制定过程中中央与地方政府的关系以及地方政府之间的关系中。因此,需从限制和规范政府利益的角度来规范政府的公共政策行为,使其更好地实现公共利益。

| Abstract: | People often neglect the impersonal existence of the government's interest in the course of public policy legislation.The local government's behavior of pursuing interest incarnates the government's special interest which exists as the relationship between the central government and local government.Therefore,we should confine the government's behavior in the course of public policy legislation from the angle of restricting government's interest. |
