社会安全视野中的非营利组织

我国已开始进入一个高风险的社会发展时期,从社会安全角度研究非营利组织具有重要的意义。实践证明,民间组织已经成为党和政府联系人民群众的桥梁和纽带,成为推进国家现代化建设的一支重要力量。传统的社会安全管理模式不但不能从根本上解决冲突的问题,反而容易使矛盾激化。社会冲突论为非营利组织研究提供了理论空间。在西方发达国家,非营利组织与政府共同构成了应对社会安全危机的组织力量。我们可以通过建立社会预警、利益表达、协商沟通和救济救助机制,使非营利组织参与社会安全领域发挥其积极作用。

Non- Profit Organization in Perspective of Social Security

It's of great significance to study non-profit organizations in the perspective of the social(security) with China's entry of a high risk stage of the social development.Facts have testified that non-(governmental) organizations have become a bridge of Party and government to maintain a close tie with people as well as the key power to promote the state construction of modernization.However,instead of(fundamentally) settling the conflict,the traditional administrative mode of social security is likely to sharpen contradictions.Therefore,the theory of social conflicts provides a theoretical space for studying nonprofit organizations.In the developed countries,non-profit organizations and government,between them,have formed a power of organization coping with the crisis of the social security.The establishment of mechanism such as social warning,interest expression,consultation and exchanges and relief will help bring the initiative of non-profit organizations into full play in the social security..
